Dominion Energy Virginia

OnboardedDominion service territory (Northern Virginia), VA

Large-load queue of roughly 25 GW with energization dates through 2031; the Data Center Coalition told the SCC the queue 'can take up to 15 years to cycle through'. Time to power is the dominant delay driver. Dominion process step names (load study, capacity letter, construction agreement) are generic utility terms; confirm Dominion's current form names at onboarding.

DOM-CAPACITY
Capacity confirmation letter with energization date
Written confirmation of deliverable capacity and a target energization date, by phase. Some Virginia localities (York County, Jun 2025) require a capacity letter as a condition of zoning; Loudoun does not formally, but the Board expects it. If the date lands past the project target this is a project veto.
Evidence: Dominion capacity letter stating MW by phase and estimated energization dates.

DOM-LOAD
Large-load study request (interconnection request)
Formal request for Dominion to study serving the campus load: site, phasing, peak and connected MW, in-service dates. Utilities generally require site control before studying; some require zoning. Duration is for the study itself; queue position can add years and is tracked on the capacity letter class.
Evidence: Submitted load study request with Dominion acknowledgement and queue/reference number; study fee receipt.

DOM-COLLATERAL
Collateral posting (reported ~$1.5M per MW)
Credit support required under GS-5 before Dominion commits capital. The $1.5M/MW figure is as reported in trade press; the actual amount is set by the tariff and the customer's credit. For 150 MW that is on the order of $225M of letters of credit or cash, a lender and equity item as much as a utility one.
Evidence: Letter of credit or cash deposit receipt accepted by Dominion credit.

DOM-CONSTRUCT
Construction / line extension and substation agreement
Agreement covering the utility-side facilities (transmission tap, substation, feeders), customer contribution in aid of construction, easements and the utility's construction schedule. Dominion will not finalize substation design until tariff, collateral and site control are firm.
Evidence: Executed construction agreement; recorded easements; CIAC payment receipt; utility schedule.

DOM-EQUIP
Long-lead utility equipment release (power transformers ~128 weeks, GSUs 160+ weeks)
Procurement gate: release of power transformers and HV breakers is tied to approval confidence because lead times (power transformers about 128 weeks, generator step-up units over 160 weeks, HV breakers 125 weeks per Q1 2026 data) exceed the entitlement cycle. Owner-furnished or utility-furnished depends on the construction agreement. Duration shown is the lead time itself.
Evidence: Purchase order release with factory slot confirmation; approval-confidence memo justifying release.

DOM-GS5
GS-5 large-load contract execution (14-year term, minimum demand charges)
Execution of the Schedule GS-5 electric service agreement: 14-year contract, 85% transmission & distribution and 60% generation minimum demand charges, effective for service from Jan 1, 2027. Take-or-pay exposure sits with the owner until the tenant lease backs it.
Evidence: Fully executed GS-5 service agreement; counsel summary of minimum-bill and exit terms.

DOM-ENERGIZE
Energization prerequisites
Checklist Dominion requires before closing the breaker: contract in force, collateral posted, utility facilities complete and tested, metering installed, county electrical release received, customer protection settings accepted.
Evidence: Dominion energization checklist signed off; meter set; energization date confirmation.
