PJM Interconnection (regional transmission organization)
OnboardedPJM footprint (incl. Dominion zone)PJM does not permit loads directly; the owner's exposure is through Dominion's transmission planning and capacity prices. Capacity cleared 6,623 MW short of the reliability requirement for 2027/28 and 6,831 MW short for 2028/29. These classes are awareness and risk items, not approvals.

| PJM-LARGELOAD | PJM large-load visibility and transmission study awareness Confirm with Dominion that the load is included in PJM's load forecast and transmission planning (loads at 50 MW and above are 'large loads' under the Jan 2026 Board decision). A load needing new transmission faces 24–48+ months (CBRE); knowing early whether the Dominion capacity letter depends on a PJM transmission upgrade is the point of this item. Evidence: Dominion confirmation of inclusion in the PJM load forecast; list of any required transmission upgrades with RTEP status. | Entitlement | Utility | Data center | Applies at 50 MW or more (PJM large-load definition) | 30 | DOM-LOAD | PJM Board letter on the results of the CIFP process for large load additions — | |
| PJM-BYONG | Bring-your-own-generation / Connect-and-Manage election Decision on whether to pair the load with new generation (BYONG) or accept Connect-and-Manage curtailable service under the PJM large-load framework and the FERC co-location order. On-site generation adds air permits and pipeline approvals (turbines 3–7 years for some units). Evidence: Signed election memo; if BYONG, generation interconnection request number. | Permit | Utility | Data center | Applies at 50 MW or more | 40 | PJM-CAPACITY | PJM Board letter on the results of the CIFP process for large load additions — | |
| PJM-CAPACITY | Capacity cost and curtailment exposure assessment Owner/tenant assessment of capacity price exposure ($333.44/MW-day cap for 2027/28; 6,623 MW short) and of any curtailment or interruptibility conditions attached to the service. Feeds the lease's pass-through terms and the lender's underwriting. Evidence: Exposure memo with capacity price scenarios and curtailment terms, accepted by the tenant and lender. | Permit | Utility | Data center | Applies at 50 MW or more | 20 | PJM-LARGELOAD | PJM 2026/2027 Base Residual Auction report (and 2027/28, 2028/29 results) — |
